A lender that turns down
the wrong customers

AP Finance Limited lends from Gloucester Road in Wan Chai, under the Money Lenders Ordinance, Chapter 163. We are not a bank. We take no deposits, operate no accounts and issue no cards.

Most lending sites explain who they will approve. This one starts with who we will not, because that decision is the only part of this business with any moral content in it. If the money you are asking us for is going to another lender, we will decline the application.

That is not generosity. A borrower servicing four loans is a borrower who will eventually default on all four, and the lender who wrote the fourth one has not made a sale — they have simply arrived last. Being last is expensive for us and catastrophic for the household.

02 — The ring

What loan stacking
actually does

It rarely starts as a plan. One loan gets tight, so a second covers the payment on the first. A third covers both. Each new lender sees only their own instalment, which looks affordable in isolation, and approves it.

From above, the picture is a ring. The same money circulates between lenders, the balance never reduces, and the only thing that genuinely leaves the circle is interest and fees — paid by the one person standing inside it.

So we ask one question early

What is the money for. If the answer is another lender's instalment, we will decline and tell you why, and point you toward free advice instead. It costs us a file. It costs you considerably more to be approved by somebody who does not ask.

03 — Lending

What we will consider

No rates are published here, because any figure would be wrong for nearly everyone reading it. What is fixed is the form of the answer: the effective annual rate on the basis the Ordinance specifies, the total repayable, and the full schedule — in writing, before signature.

Personal instalment loans

A defined sum over a defined term for a defined purpose. You know the last payment date on the day you sign.

Consolidation, on one condition

We will consolidate existing debts only where the total cost genuinely falls and the facility closes the other accounts outright. Consolidation that leaves the old limits open is not consolidation; it is a fourth loan with a nicer name.

SME working capital

Sized against what a business can service through a poor quarter rather than a good one, with the source of repayment identified before anything is advanced.

Property-secured lending

Secured on Hong Kong property. Security is not a formality — the asset is genuinely at risk if the arrangement fails, and we would rather say so here than in a clause near the end.

04 — Before you apply

What an application
does to you

People treat a loan application as free because no money changes hands. It is not free — it leaves a mark, and the marks accumulate in a place every future lender can see.

  • Applying everywhere at once is visibleCredit reference data in Hong Kong shows lenders your recent enquiries. A burst of applications across several lenders in a short window reads as distress, and it makes approval less likely rather than more.
  • You can see your own fileYou are entitled to obtain your own credit report. Do that before you apply anywhere, not after you have been declined three times. Errors are common and correcting one is free.
  • Nobody can lawfully erase accurate historyAny person or firm offering to clean, fix or delete a genuine record is selling something that does not exist. Accurate entries stay until they age out on their own schedule.
  • Guaranteeing is borrowingA guarantor owes the whole debt, not a share of it, and the obligation follows their own credit standing. If you are being asked to guarantee, read the document as though the money were coming to you — because legally it may as well be.
05 — Questions

Straight answers

i.Someone contacted me offering a loan from you.

Treat it as false until you have verified it by calling the number on this page yourself. We appoint no agents to solicit borrowers, and nobody acting for this company will ask you for a payment of any kind before a loan is advanced. If money has already been sent, report it to the police and do not send more trying to recover it.

ii.How do I check a money lender is licensed?

The register of money lenders is maintained by the Companies Registry and can be searched through its e-Services portal, with licensee lists available free. Search it yourself rather than trusting a licence number printed in an advertisement or a message, and check that the legal name matches exactly.

iii.Is there a legal limit on the interest rate?

Yes. The Money Lenders Ordinance prohibits lending at an effective rate above 60% per annum, calculated on the basis the Ordinance sets. That is a ceiling and not a benchmark — an offer can be entirely lawful and still be one you cannot afford.

iv.Why would a lender refuse business it could write?

Because approving a household that is already circling is not lending; it is participating in a collapse and charging for the privilege. There is also a plain commercial answer: loans made to repay other loans default at rates that make the interest irrelevant. The ethical position and the sensible one happen to coincide here.

v.Should I try a bank first?

Usually, yes, and we will say so if you ask. Bank credit is generally cheaper. Money lenders earn their place where the sum is modest, the timing is short, or the application is sound but does not fit a bank's criteria. Anyone in this trade who advises you never to approach a bank is protecting a margin, not you.

vi.What if I cannot make a payment?

Tell us before the payment is missed. The options while an account is current are much wider, and the instinct to go quiet is what turns one difficult month into a default. If any lender responds to arrears with threats or harassment, that is a matter for the police, whoever the money came from.
